Is holding a sign that says "HONK for..." Illegal?

I have three thoughts. Stand next to them with a sign saying the opposite. "Honk if you are for the war" Next Complain to the city regarding noise pollution or possibly embly permits. Next, if there are no noise restrictions, park as close to them as you can and honk continually in their ears. They will get the message.
