Hey what does this mean in filippino?

I don't seem to understand this too. I think that some of these words were shortened like cellphone text. I only speak Hiligaynon and Tagalog, sorry can't seem to understand. Where are they from though? Like their location or something so that it'd be easier for you to understand them if you'd know what dialect this is.
